  5. JOHNSTOWN - Citizens in Community Service is receiving less state aid for its Alternatives to Incarceration and Pre-Trial Release programs in Fulton County.

    Citizens in Community Service Director Dawn Ackernecht recently told the Board of Supervisors' Public Safety Committee that her agency is seeing an 11 percent cut in state aid for 2009. She said the aid has gone from $19,394 received in 2008 to $17,196 this year. The Board of Supervisors is slated to act on covering some of the shortfall Monday.

    "The major cut was pre-trial release," Ackernecht said - about a $1,400 reduction.

    The Pre-Trial Release program reduces the incidence of unnecessary incarceration in the county by assessing a defendant's qualifications for release on his or her own recognizance, pending disposition of criminal charges. The Alternatives to Incarceration program screens offenders and provides community service instead of jail time.

    Ackernecht said the Alternatives to Incarceration program numbers increase when people get community service after being unable to pay fines.

    "Our cases have gone up in the past month because people can't afford to pay fines," she said.

    About 200 to 250 people are receiving community service as an alternative to 15 days of county jail time, Ackernecht said.

    County Administrative Officer Jon R. Stead said the Pre-Trial Release program can be hurt by any reduction in state aid.

    "Any cut to that is impacted because it's such a small budget to begin with," Stead said.

    Stead said Citizens in Community Service is a county "core" program that the county partially funds. He said the services save a "tremendous amount" of taxpayer dollars down the line for every dollar spent.

    "It's a necessary function as well," he said.

    Sheriff's Department Capt. Randy Benedict, administrator of the county jail, said the number of state-designated classifications would increase with programs offered through Ackernecht's agency. He said those classifications might involve civil case inmates placed with criminal case inmates and unsentenced inmates versus sentenced inmates.
